This is a hard plastic eyepiece hard case in good but used condition: it has some scuffs and normal wear and tear from use. However, the pick and pluck foam is clean and is already shaped to protect eyepieces and other astronomical accessories.
While we can't say whether this is waterproof or not, it does have a rubber gasket along its edge to seal it. This is a better quality eyepiece case.
